MOSS Charter

Charter of the Maroon Office of the Secret Service
PreambleIn recognition of the duty to preserve the dignity, continuity, records, and security of the Sovereign State of Accompong;

in honor of the treaty inheritance of the Maroon people;
and in service of the born and the unborn,

there is hereby affirmed and established the:

Maroon Office of the Secret Service (MOSS)

as an independent office of state charged with the protection of institutional memory, the verification of facts, the safeguarding of records, the monitoring of threats to the State, and the lawful support of the Government of Accompong in matters touching sovereignty, identity, treaty standing, land, finance, and public integrity.

Article I

Name

The official name of the office shall be:

Maroon Office of the Secret Service
Acronym: MOSS

Article II

Nature of the Office

MOSS is an independent state office serving the Sovereign State of Accompong. MOSS exists as:

  • a records and verification office
  • an intelligence and analysis office
  • a state continuity office
  • a protective institutional office

MOSS does not exist as a private club, political faction, or personal instrument of any one administration.

MOSS serves the State, not personalities.

Article III

Purpose

The purpose of MOSS is:

  • To protect the institutional continuity of the State of Accompong
  • To preserve and secure state records, treaty records, and official correspondence
  • To detect, document, and assess threats to the State, its name, lands, institutions, finances, and public standing
  • To provide lawful intelligence, analysis, and verification support to the Office of the Chief, the Secretary of State, and other competent authorities
  • To maintain historical and evidentiary records regarding matters affecting Accompong sovereignty, governance, land, and public trust
  • To protect the integrity of the Maroon name against fraud, misrepresentation, unauthorized use, and external manipulation
Article IV

Core Mandate

MOSS shall have authority to carry out the following functions:

  1. Records Preservation
    • Preserve treaty-related materials, historical records, state correspondence, executive notices, and institutional archives
    • Maintain secure copies of important records in both physical and digital formats
  2. Verification and Authentication
    • Verify claims made in the name of the State of Accompong
    • Review and document questions involving titles, offices, records, seals, appointments, agreements, and institutional actions
  3. Intelligence and Analysis
    • Gather, assess, organize, and analyze information relevant to the safety, integrity, reputation, and lawful interests of the State
    • Produce internal assessments, briefings, historical files, and evidentiary summaries
  4. Protective State Monitoring

    Monitor threats involving:

    • treaty misrepresentation
    • land encroachment
    • fraudulent schemes
    • identity misuse
    • unauthorized financial structures
    • hostile influence
    • cyber or information threats
    • attacks on institutional legitimacy
  5. Strategic Reporting
    • Submit findings, briefings, and advisories to the competent organs of the State
    • Where necessary and lawful, refer matters to external authorities with proper jurisdiction
  6. Continuity of State
    • Safeguard the continuity of office across changes in administration
    • Ensure that institutional knowledge is not lost, suppressed, altered, or unlawfully destroyed
Article V

Guiding Principles

MOSS shall operate according to the following principles:

Truth before convenience
Service before personality
Continuity before politics
Evidence before accusation
Honor before spectacle
Protection of the born and the unborn
Respect for treaty inheritance and ancestral trust
Article VI

Limitations

MOSS is not a police force and does not exercise arrest powers. MOSS shall not:

  • carry out unlawful surveillance
  • interfere with lawful civil liberties
  • falsify or conceal records
  • operate as a political weapon
  • present rumor as fact
  • exceed the lawful limits of its office

Its role is to document, analyze, preserve, verify, and advise. Where criminal or regulatory breaches appear to exist, MOSS may prepare a record and refer the matter to the relevant lawful authority.

Article VII

Independence

MOSS shall remain independent in its professional judgment. No officer, chief, council member, or outside actor may lawfully direct MOSS to:

  • destroy records
  • alter evidence
  • suppress findings
  • fabricate reports
  • conceal matters affecting the State

MOSS owes its duty first to: the State, the record, the treaty inheritance, and the public trust of the Maroon people.

Article VIII

Offices and Divisions

MOSS may be organized into the following divisions:

Office of the Director-General
Treaty and State Records Division
Intelligence and Analysis Division
Investigations and Verification Division
Protective Security and Counter-Interference Division
Communications, Documentation, and Cyber Records Division
Field Liaison and Community Reporting Division
Article IX

Appointment and Service

Officers of MOSS shall be appointed according to the established processes of the State. All officers of MOSS shall swear or affirm:

  • loyalty to truth
  • loyalty to the State
  • fidelity to the record
  • and confidentiality in lawful matters entrusted to the office
Article X

Confidentiality

MOSS officers shall protect confidential information entrusted to the office, except where disclosure is:

  • required by lawful authority
  • necessary for referral to competent enforcement bodies
  • or approved through proper internal process

Confidentiality shall not be used to shield corruption, fraud, or institutional abuse.

Article XI

Official Seal

MOSS shall maintain an official seal for use on charters, letters, certifications, reports, website identity, and public institutional materials. The seal shall symbolize: vigilance, treaty continuity, truth, and guardianship of the State.

Article XII

Amendment

This charter may be amended by the competent authority of the State, provided that no amendment may destroy the core principles of: continuity, truth, evidence, record preservation, and service to the State over personalities.

MOSS stands as guardian of the record, sentinel of continuity, and servant of the State.
