The Maroon Office of the Secret Service operates under a clear and documented chain of authority:
The Treaty. The 1738 Treaty of Peace and Friendship, concluded between Colonel Cudjoe of the Accompong Maroons and the British Crown, established the Accompong Maroons as a self-governing people with lawful autonomy over their own affairs. This treaty remains the foundation of Accompong sovereignty.
The State. The Sovereign State of Accompong exists in continuous succession from that treaty to the present day, administering its own institutions and offices.
The Office. MOSS was founded in 1923 by Henry Octavius “Mann O” Rowe, who served for decades as Secretary of State and keeper of the Treaty. Following a period of dormancy after his passing in 2006, MOSS was re-established in 2014 under Secretary of State David Errol of the Family Holmes.
International Recognition. ILO Convention 169 — the binding international treaty on the rights of indigenous and tribal peoples — recognizes the right of indigenous peoples to retain and develop their own customs, institutions, and customary law. MOSS is registered under seal with the International Labour Organization, the United Nations body responsible for Convention 169. Authentication of the registration instrument was certified by Global Affairs Canada on January 14, 2019.
Contemporary Acknowledgement. The standing of MOSS has been publicly acknowledged by the Office of Chief Richard Currie, First Among Equals.
