Notice of Non-Recognition: Accompong Development Foundation 2005 Ltd

Summary
The Maroon Office of the Secret Service has examined the activities of an entity styling itself the Accompong Development Foundation 2005 Ltd, a private limited company incorporated in Jamaica, which has received public donations solicited under language associating it with the Maroons and with the Sovereign State of Accompong.
After review, the Office finds no lawful basis for the Accompong Development Foundation 2005 Ltd to represent, receive funds on behalf of, or otherwise act for the State of Accompong. The Office declines to recognize the entity as an instrument of the State, and advises the public accordingly.
This advisory is issued in the same series as, and should be read together with, Advisory MOSS-2026-001, which addresses the Elderberg Foundation — the Florida entity publicly designated as receiving donations on behalf of and then forwarding them to the Accompong Development Foundation.
Findings of the Office
1. The Accompong Development Foundation 2005 Ltd is a private limited company, not a charity.
The entity is registered in Jamaica as a private limited company — a for-profit corporate form. It is not registered as a charitable organization in Jamaica, and it does not hold recognition as a tax-exempt charity under the laws of the United States, Canada, the United Kingdom, or any other jurisdiction known to this Office.
Donations made to the Accompong Development Foundation 2005 Ltd are not, on the basis of its legal form, tax-deductible charitable contributions under United States law or the law of any other jurisdiction whose tax treatment the Office has reviewed. Any representation to the contrary — whether on a fundraising platform, in a solicitation letter, or by a party accepting donations on the Foundation’s behalf — is not supported by the Foundation’s actual legal status.
2. The Foundation’s designated bank account and its designated digital payment channel are held in forms inconsistent with charitable stewardship.
The bank account publicly designated for donations is held at the National Commercial Bank, Santa Cruz branch, in the name of Accompong Development Foundation 2005 Ltd — the private limited company described above.
Alongside that corporate account, fundraising materials have directed donors to a personal digital payment handle — a CashApp account — registered in the personal name of the party presenting himself as Chief of Accompong. A personal payment handle is, by definition, not an account of any charitable entity. Funds routed to it are held in the personal name of an individual, not in the name of the State, the community, or any registered charity.
3. The Accompong Constitution ratified in March 2022 imposes financial accountability requirements that have not been publicly evidenced.
The Office notes — without endorsing the standing of the instrument — that the document styling itself the Constitution for the Sovereign State of Accompong, ratified on March 21, 2022 under the administration of Chief Richard Currie, contains specific financial accountability provisions:
- A requirement that the Comptroller’s signature, together with two other Council Members, accompany all monetary transactions (Article 1, Section 20)
- A requirement for quarterly audits of all finances
- A requirement for monthly financial reports at Council meetings
- A prohibition on any individual receiving net earnings without Full Council approval (Article 7, Section 2)
- A requirement that all foreign entities conducting business under the Constitution hold a Letter of Permission issued by the Chief under seal and approved by the Full Maroon Council (Article 1, Section 23)
The Office has reviewed publicly available records and finds no published quarterly audit, no published monthly financial report, no record of Comptroller countersignature on monetary transactions, and no public record of a Letter of Permission issued to the Elderberg Foundation or to any other foreign entity routing donations under this banner.
The absence of these records, under the terms of the instrument Mr. Currie’s own administration ratified, is itself a matter of public interest.
4. The Foundation operates as the Jamaican-side node in a cross-border donation chain whose terminal point is not charitable in form.
On the basis of publicly available fundraising materials, the Office has observed the following structure:
- Public donors give to campaigns hosted on third-party platforms (including GoFundMe) under the banner of the Maroons or the Sovereign State of Accompong.
- The designated recipient on those platforms has, in at least one documented instance, been the Elderberg Foundation of Sanford, Florida — an entity addressed separately under MOSS-2026-001 and found by this Office not to be an instrument of the State.
- The Elderberg Foundation is publicly described as forwarding such funds to the Accompong Development Foundation 2005 Ltd — the Jamaican private limited company described above.
- From there, funds are directed to the Office of the Chief and, by publicly posted instruction, to the personal CashApp handle registered in the Chief’s personal name.
At no point in this chain does public money reach a verified, audited, publicly accountable charitable entity. The Office does not find this arrangement consistent with the standing of a Sovereign State, the custodianship of a Treaty, or the representation made to donors that their contributions serve the Maroon people.
5. The principal of the Foundation is the party styling himself Chief of Accompong, Mr. Richard Currie.
Public fundraising materials, including campaigns hosted on GoFundMe, identify Mr. Richard Currie — elected Colonel of the Accompong Town Maroons in February 2021 — as the organizer and principal recipient of funds routed through the Accompong Development Foundation 2005 Ltd. The designated personal digital payment channel referenced above is registered in Mr. Currie’s personal name.
The Office further notes, as a matter of public record:
(a) In December 2021, the Cabinet of the Government of Jamaica issued a directive to all ministries, departments, and agencies prohibiting the allocation of government funds to any area that has declared itself sovereign — a policy aimed, as widely reported in the Jamaican press, at the administration of Mr. Currie. Since that directive, no government funding has been allocated to Accompong under Mr. Currie’s administration.
(b) On September 10, 2022, the Accompong Town Maroon Council of Elders voted to convict Mr. Currie on more than twenty-seven impeachment charges, together with a vote of no confidence. Mr. Currie has publicly disputed the validity of the process invoked, citing Article 1, Section 2 of the Constitution ratified under his own administration. This Office takes no position on the internal validity of that impeachment process. The Office records the fact of the vote, the fact of the dispute, and the fact that the matter has not been resolved through any further process recognized by all parties.
(c) The lineage of the lawful offices of the Sovereign State of Accompong, as maintained by this Office, runs through Henry Octavius “Mann O” Rowe, First Secretary of State from 1923 until his passing in 2006, and through the subsequent re-establishment of the Office in 2014 under Secretary of State David Errol of the Family Holmes, under the authority of Colonel Ferron Williams. That lineage is independent of, and unaffected by, the disputed contemporary arrangements addressed in this Notice.
Position of the Office
The Maroon Office of the Secret Service:
- Does not recognize the Accompong Development Foundation 2005 Ltd as an office, agency, fiduciary, development authority, or representative of the Sovereign State of Accompong.
- Does not acknowledge any authority on the part of Mr. Richard Currie, in his personal capacity or in any corporate capacity, to receive, hold, disburse, or solicit funds on behalf of the State of Accompong through the Accompong Development Foundation 2005 Ltd or through any personal account in his name.
- Does not certify any representation that the Accompong Development Foundation 2005 Ltd is a charitable organization, a tax-exempt entity, a development authority of the State, or a lawful recipient of donations given for the benefit of the State of Accompong or its people.
- Does not warrant the disposition of any funds that have been or may in future be routed through the Accompong Development Foundation 2005 Ltd or through the Chief’s personal payment channels under the representation that they serve the Maroons or the State.
- Does not recognize the instrument ratified on March 21, 2022 and styled as the Constitution for the Sovereign State of Accompong as a valid constitutional instrument of the State. That instrument and the circumstances of its drafting will be addressed by separate notice.
Public Warning
The Office advises members of the public, including the global Maroon diaspora, prospective donors, celebrity donors and their tax advisors, journalists, and any party contemplating a contribution to the Accompong Development Foundation 2005 Ltd or to any account held in the personal name of Mr. Richard Currie under the banner of the Maroons or the State of Accompong:
Donations made to the Accompong Development Foundation 2005 Ltd or to the Chief’s personal payment channels cannot be confirmed by this Office to reach the Maroons or the Sovereign State of Accompong in any accountable form.
The Foundation is a private limited company, not a charity. Its accompanying digital payment channel is personal, not institutional. No quarterly audit, no monthly financial report, and no record of Council oversight required under its own administration’s Constitution has been made publicly available. Government funding to the area under the present administration was cut by Cabinet Directive in December 2021. The standing of the administration itself is disputed within the community by a Council of Elders vote of September 2022.
Persons who have donated to campaigns routed through the Accompong Development Foundation, or who have been solicited to do so, may wish to:
- Consult the IRS Tax Exempt Organization Search at irs.gov/charities-non-profits/tax-exempt-organization-search to verify the charitable status of any entity before donating
- Verify the registration of any Jamaican entity claiming charitable status through Tax Administration Jamaica (jamaicatax.gov.jm)
- Consult a qualified tax advisor before claiming any deduction for contributions made to the Accompong Development Foundation 2005 Ltd or to any personal account
- Report concerns to the United States Federal Trade Commission (reportfraud.ftc.gov), the United States Internal Revenue Service (1-877-829-5500), or the Jamaica Financial Investigations Division (fid.gov.jm)
Information bearing on the Accompong Development Foundation 2005 Ltd, its officers, or parties operating under colorable claim of Maroon authority may be submitted to this Office through the channel listed under Contact.
A Note on Scope
This advisory addresses the Accompong Development Foundation 2005 Ltd, its legal form, its publicly designated accounts, and its principal. It does not, and does not purport to, adjudicate the internal dispute concerning Mr. Currie’s standing as Chief — a matter for the Accompong Town Maroon community and its Council of Elders. It does not address every individual who has participated in fundraising solicitations under this banner in good faith.
The instrument styling itself the Constitution of the Sovereign State of Accompong, and the associated identification and citizenship products issued under it, remain within the scope of the Office’s continuing watch and will be addressed by separate notice.
