1. Executive Summary

Anu Tafari Zion El is a figure of the United States–based Moorish sovereign-citizen movement who has been embedded in the administration of Mr. Richard Currie as a senior representative of the self-styled “Sovereign State of Accompong.” He has been publicly designated “Maroon Ambassador Plenipotentiary” and “Sheik,” and named to the legal team behind the administration’s 2022 suit against the Government of Jamaica.

Before his appearance in Accompong affairs, the same individual was a losing party in a United States federal court case — Luminant Mining Company v. PakeyBey — in which he and his associates asserted “Moorish American / sovereign freemen” status in an attempt to seize Texas land they did not own. The Fifth Circuit ruled against them in September 2021. (The case is set out in full at Section 3.)

The significance for Accompong is direct: the same sovereign-citizen legal theories, the same corporate vehicles, and several of the same individuals that failed in a United States land claim have migrated into the governance, “constitution,” identification products, and donation structures of the Currie administration. This Office assesses Anu Tafari Zion El as a vector by which Moorish sovereign-citizen ideology and methods have been introduced into Accompong’s affairs.

2. Identity and Aliases

  • Primary name in use: Anu Tafari Zion El (also rendered “Anu Tafari S Zion El,” “Anu El”)
  • Titles claimed in the Accompong context: “Maroon Ambassador Plenipotentiary”; “Sheik”
  • Corporate role: Chairman / officer of Amexemnu City State, Inc. (Florida)
  • Online presence: LinkedIn (listing “State of Accompong” and the styling “C.E.O. and Ambassador”); Instagram accounts under the Anu Tafari Zion El name

The “El” suffix is a naming convention of the Moorish sovereign-citizen movement, adopted to assert “Moorish American” national identity. Its use is consistent across the subject’s US court filings and his Accompong-facing profiles.

3. United States Federal Court Record — Luminant Mining Company v. PakeyBey

Case: Luminant Mining Company, L.L.C. v. PakeyBey et al. Origin: Filed July 26, 2019, Fourth Judicial District Court of Rusk County, Texas; removed to US District Court for the Eastern District of Texas (No. 6:19-CV-372). Appeal: United States Court of Appeals for the Fifth Circuit, No. 20-40803. Decided: September 17, 2021 — against the subject and his co-parties.

The parties

The defendants/appellants, collectively termed by the court the “PakeyBey parties,” were:

  • Kendi Narmer PakeyBey — formerly Kenneth E. Parker, also styling himself “Chief Narmer Bey”
  • Dawud Allantu Bey
  • Anu Tafari Zion El — the subject of this dossier
  • the Amexemnu Taysha Trust
  • the Amexemnu City State

What they claimed and did

The PakeyBey parties asserted they had “severed ties with the United States of America” and were “Moorish Americans” who are “sovereign freemen under the Republic.” PakeyBey claimed to be the heir of a 19th-century tenant in common (John Walling) and therefore the inheritor of an undivided interest in land in Rusk County.

On February 4, 2019, PakeyBey filed a warranty deed in Rusk County purporting to convey roughly 951 acres of the historic Walling-Chism tenancy to Dawud Allantu Bey and the Amexemnu Taysha Trust. The PakeyBey parties then occupied the land and attempted to harvest timber from it. Luminant Mining — which holds recorded title to the tracts and has mined lignite coal or managed timber there since at least 2009 — demanded they leave; when they refused, Luminant filed a trespass-to-try-title action.

Outcome

The courts rejected the sovereign-citizen claims in full. The Fifth Circuit affirmed against the PakeyBey parties on September 17, 2021. The “Moorish American / sovereign freemen” theory carried no legal weight against a recorded chain of title.

This is the established pattern of the Moorish sovereign-citizen movement: the filing of fabricated or color-of-law instruments (here, a warranty deed) to assert ownership of land the claimant does not own, followed by physical occupation. United States courts have repeatedly condemned the underlying ideology.

4. Corporate Vehicles

  • Amexemnu City State, Inc. — incorporated in Florida; the subject is identified as Chairman / officer. This is the same “Amexemnu City State” that appeared as a party in the Luminant litigation.
  • Amexemnu Taysha Trust — the trust named as grantee on the 951-acre warranty deed; Dawud Allantu Bey is recorded as its First Trustee.
  • Public corporate-records aggregators link the subject most closely, by shared corporate association, to Dawud Allantu Bey — the same individual who is Vice Chairman and registered agent of the Elderberg Foundation (see MOSS-2026-001).

The recurrence of the “Amexemnu” branding and of Dawud Allantu Bey across both the Texas land matter and the Florida/Elderberg structures indicates a single, continuous network of persons and entities, not separate actors who happen to share a vocabulary.

5. Migration into Accompong Affairs

The subject did not remain confined to US sovereign-citizen activity. He has been placed at a senior level of the Currie administration:

  • “Maroon Ambassador Plenipotentiary.” In June 2022, on the announcement of the Accompong Maroons’ Supreme Court suit against the Government of Jamaica and the Jamaica National Heritage Trust, Mr. Currie publicly named the legal/consultative team — and listed among them “the Maroon Ambassador Plenipotentiary, Anu Tafari Zion El.” (Loop Jamaica, June 2022.) This title is confirmed on the State of Accompong’s own official government page (stateofaccompong.org/government), which lists “Hon. Anu Tafari Zion El” under “Ambassador Plenipotentiary” — placing the designation in the administration’s own self-published record, not merely in press reporting.
  • “Sheik” / administration figure. Moorish-movement media described the October 2022 rollout of “Accompong national identification cards” as occurring under Mr. Currie’s leadership and an administration that “includes the likes of the honorable Sheik Anu Tafari Zion El.” This ties the subject directly to the ID-card products addressed in MOSS-2026-003.
  • Self-identification. The subject’s own professional profile lists “State of Accompong” and the styling “C.E.O. and Ambassador,” locating him in Saint Elizabeth.

6. Assessment

  1. Common ideology. The “sovereign freemen / Moorish American” theory the subject asserted in US federal court is the same ideological framework this Office identified in the drafting of the March 2022 “Constitution” (MOSS-2026-003). The subject is a living link between that ideology and its appearance in Accompong’s instruments.
  2. Common method. The Luminant matter (Section 3) shows the movement’s signature method — a self-created instrument used to assert ownership or authority not grounded in lawful title. This Office assesses that the same method — instruments styled with the trappings of authority but lacking lawful foundation — characterizes the “Constitution,” the ID products, and the donation vehicles examined in MOSS-2026-001 through 003.
  3. Common network. The subject is bound by shared corporate association to Dawud Allantu Bey, who is in turn central to the Elderberg Foundation. The Texas land network, the Florida corporate network, and the Accompong donation network are not three separate phenomena; they share personnel, branding, and naming conventions, and the same trust and corporate forms.
  4. Bearing on the State. A “Maroon Ambassador Plenipotentiary” is, by the title’s plain meaning, a person holding full power to represent the State abroad. This Office finds no lawful basis on which Anu Tafari Zion El holds, or has ever held, any such representative authority for the Sovereign State of Accompong. The appointment proceeds from the disputed administration and the unrecognized 2022 instrument, and confers no standing this Office recognizes.

7. Position of the Office

The Maroon Office of the Secret Service:

  1. Records the findings at Section 3 — that Anu Tafari Zion El was a losing party in Luminant Mining Company v. PakeyBey, which rejected the “Moorish American / sovereign freemen” claims on appeal before the United States Court of Appeals for the Fifth Circuit in September 2021.
  2. Does not recognize Anu Tafari Zion El as an Ambassador, Ambassador Plenipotentiary, Sheik, officer, agent, or representative of the Sovereign State of Accompong, any such designation proceeding from a disputed administration and an unrecognized instrument.
  3. Does not warrant any act, representation, instrument, or solicitation made by the subject under colorable claim of Accompong or Maroon authority.
  4. Assesses the subject as a vector by which Moorish sovereign-citizen ideology, method, and personnel have been introduced into the affairs of Accompong, and places him within the same network addressed in MOSS-2026-001 through MOSS-2026-003.
